 PARKING BOARD
MINUTES
MAY 2, 2011

A meeting of the Salem Parking Board was held on Monday, May 9, 2011 at 4:30 pm. at 120 Washington Street, Salem, MA.  Present were Mr. Spatafore, Mr. Caggiano and Mr. Bouchard.  Also present was Parking Director James Hacker.  

Mr. Walsh entered later in the meeting.

APPROVAL OF MINUTES

Mr. Caggiano made a motion to approve the minutes of February 28, 2011.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.   

Mr. Caggiano made a motion to approve the minutes of April 4, 2011.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.   

REQUEST TO CLOSE A PORTION OF FORT AVENUE FOR THE SALEM JAZZ AND SOUL FESTIVAL ON AUGUST 20TH & 21ST

Matt Caruso with the Jazz and Soul Festival was present requesting to close off approximately 22 parking spaces on a section of Fort Avenue near Hobbs’ as they did last year.  He stated that it worked out well and they are requesting the exact same approval.  They will provide a check for the lost spaces as they did last year.

Mr. Hacker stated that no issues came up as a result of last year.  The Festival made a payment of $253.  The Festival is responsible for blocking off, monitoring and the police detail.  Mr. Hacker stated that the Park and Recreation Department is okay with the request.

Mr. Walsh joined the meeting at this time.

Mr. Caruso stated that the festival is free and they sell sponsorships.  After costs, the proceeds go to a music education donation.

Mr. Bouchard made a motion close a portion of Fort Avenue on August 20 and 21, 2011 for the Jazz and Soul Festival.  Mr. Caggiano seconded the motion, all were in favor and the motion so carried.

REQUEST FOR CIP FUNDS FOR ELEVATOR REPAIRS

Mr. Hacker stated that the Museum Place Mall elevator is about 30 years old and the rollers are wearing out and need replacement.  He stated that he will need to go to the City Council to request approximately $4000 from CIP funds.

Mr. Bouchard asked if the work will go out to bid or if the Parking Department will go with a vendor they are currently working with.

Mr. Hacker stated that they work with Embry Elevator.

Mr. Bouchard understood that under $10,000, there is no requirement to go out to bid, but asked if it would be wise to do so.

Mr. Hacker stated that the contract with Embry went out to bid.  He stated that he could make phone calls to get quotes, but did not feel it was worth taking the extra time to officially bid it.

Mr. Bouchard noted that there is EAB Elevator in Salem and suggested contacting them in order to give a local company an opportunity to quote.

Mr. Caggiano made a motion to request CIP funds from the City Council in an amount not to exceed $4000. Mr. Walsh seconded the motion, all were in favor and the motion so carried.

REPORT ON REVENUES FOR PRIOR MONTH

Mr. Hacker reported on revenues.  For the parking garage and office, he stated that March had a $20,000 increase, which was due to one of the larger purchasers of passes paying early. For the parking lots, he stated that March is normal.    He stated that for parking fines revenue, excluding the Willows, for March they are down 15%.  Parking fines collected were down about $20,000 in March from the year before.

ELECTION OF OFFICERS

Mr. Hacker stated that Mr. Spatafore would like to remain on the board, but would like to step down as Chair.

Mr. Walsh nominated Mr. Caggiano as Chair.  Mr. Caggiano accepted the nomination.  Mr. Walsh made a motion to appoint Mr. Caggiano as Chair.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.

Mr. Spatafore nominated Mr. Walsh to be Vice Chair.  Mr. Walsh accepted the nomination.  Mr. Spatafore made a motion to appoint Mr. Walsh as Vice Chair.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.

OTHER BUSINESS

Mr. Hacker stated that they are working on blowing out the parking lots during slower use and putting the debris in the center so that the street sweepers come through to collect it .  They replaced all the meter polls that were damaged during Winter.  He stated that there were a couple dozen replaced.  They also started painting some of the bollards.  He stated that he is making arrangements to hire seasonal staff.  The Parking Department staff will be giving out 2 week warnings for parking resident sticker passes that are due to expire for each zone.  He noted that there have been a couple press releases in the paper in this regard.

There being no further business, Mr. Spatafore made a motion to adjourn.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.
